Advocacy and Public Policy Director  (190158)  

Hennepin Healthcare is an integrated system of care that includes HCMC, a nationally recognized Level I Adult and Pediatric Trauma Center and acute care hospital. The comprehensive healthcare system includes a 484 bed academic medical center, a large outpatient Clinic & Specialty Center, and a network of primary and specialty care clinics in Minneapolis and in suburban communities. Hennepin Healthcare has a large psychiatric program, home care and hospice, and operates a research institute, innovation center and philanthropic foundation.




Hennepin Healthcare seeks an Advocacy and Public Policy Director to lead development and implementation of the public policy and advocacy agenda for HHS.




Analysis and monitoring

  • Monitors the environment to identify current and potential public policy decisions (federal and state) that may impact our system. 

  • Develops analysis and position papers to catalyze discussion of the public policy agenda.

  • Assesses implications of public policy proposals and decisions on our system. C

  • Creates the crosswalk between public policy positions and the HCMC/HHS legislative program. 

Public policy development

  • In consultation with Hennepin County Intergovernmental Relations, crafts the system’s public policy initiatives and legislative program. 

  • Collaborates to develop the policy decisions that will be included in the HHS Health Services Plan (HSP) and helps to engage community advocacy organizations in the process. 


Relationship building/maintaining

  • Cultivates and supports relationships with HCMC/HHS staff, Hennepin County Intergovernmental Relations Department, contract lobbyists and public policy advisors

  •  Makes recommendations for appropriate corporate response and, when appropriate, participates in engagement of representatives of the Legislative and Executive branches to advance health policy agenda

  • Plans and establishes active leadership role(s) for the system in government and industry organizations and other appropriate advocacy entities in community and region and contributes to system’s visibility and influence within these constituencies.


Communications and advocacy

  • Keeps System leadership updated on and connected to legislative affairs and public policy issues

  • Actively participates on internal and external committees in matters of public policy

  •  Coordinates mobilization of advocates on behalf of HCMC’s public policy agenda.





Minimum Qualifications

  • 4 year degree with a major concentration in Liberal Arts, Business, Political Science, or related areas
  • 10 plus years of experience in legislative analysis, lobbying, and/or direct regulatory interaction or equivalent experience
  • An approved equivalent combination of education and experience

Preferred Qualifications

  • JD or Masters degree


  •  Must have proven experience and ability influencing at the highest level of state and federal government leaders such as Governor, Commissioners, Members of Congress and State Legislators, and others
  • Must have proven ability to build relationships and coalitions among internal and external partners to further organizational public policy and community engagement goals
  • Knowledge of health care policy and finance, in particular areas that affect hospitals and safety-net providers, ability to analyze legislative proposals, recognize potential impact of legislation and communicate with HHS leaders and managers of affected areas
  • Strong knowledge of state and federal laws that govern lobbying activity

Leadership Knowledge/Skills/Abilities

  • Skills and experienced in directing a full business unit
  • Ability to effectively allocate resources (i.e., budget and personnel)
  • Capable of assisting executives in defining organizational goals, critical issues, and strategic plans
  • Experience modeling and upholding organizational norms and values, particularly with regard to health and safety
  • Exceptional problem solving and critical thinking when addressing organizational issues
  • Demonstrated ability to think strategically and innovatively while supporting company-wide initiatives
  • Excellent interpersonal skills and the ability to communicate and negotiate with people at all levels
