Chief Executive Officer (CEO)

GRAND CANYON STATE ELECTRIC COOPERATIVE

Phoenix, AZ, USA

The GCSECA CEO is directly responsible for providing services and garnering success with the members and communities that they serve. Provides leadership and professional management on the planning and general conduct of executing a statewide program of services.

KNOWLEDGE, SKILLS AND ABILITIES:

  •  B.A. or B.S. degree in a related field
  • Ten years' management experience with at least five years of prior electric utility experience, or equivalent.
  • Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituents in a diverse community.
  • Lobby, promote and influence legislation, rules, regulations, and actions, on a state and national level including the Arizona Corporation Commission (ACC), favorable to member systems while maintaining a positive relationship.
  • Develop strong ties with regional, state and national economic development agencies.
  • Assist member systems in the development of effective member relations and member service programs. Support and assist statewide members in economic and community development.
  • Direct and oversee the operation and delivery of a full complement of services meeting Member system needs in an array of areas, including legislative, regulatory and legal affairs; communications and PR; risk management; and other cooperative professionals; and training for cooperative member employees and board members.
  • Enhance relationships with NRECA, CFC, RUS and cooperative members.
  • Ensure the achievement of GCSECA's mission and objectives and directs the strategic planning process to put GCSECA in the strongest possible position for long-term success.
  • Ability to develop financial plans, manage resources and analyze and interpret financial data. Provide a budget, accounting and financial reporting plan.
  • Knowledge of contracting, negotiating and change management.
  • Experience in formulating policy and developing new strategies and procedures.
  • Establish and maintain the statewide office to operate in a businesslike manner with a cohesive and competent staff.
  • Edit and produce news publications for statewide distribution.
  • Professional written and verbal communication and interpersonal skills.

 

 

ESSENTIAL FUNCTIONS:

  • Knowledge of electric cooperative operations.
  • Supporting the Board and Member Cooperatives by communicating and interfacing with the Board and Member Cooperatives on a regular basis and keeping them apprised of any important issues
  • Familiarity with standards, rules, and regulations governing electric cooperatives.
  • Record of developing and maintaining effective working relationships with staff, GCSECA Board of Directors, outside counsel and other consultants, and government officials.
  • Ability to resolve problems quickly and effectively, and to determine appropriate courses of action for the organization. Demonstrates commitment to teamwork and cooperative principles.
  • Directs and understands the business implications of decisions; orientation toward member service; demonstrates knowledge of the utility markets and the industry as a whole; and, aligns work from staff with strategic goals and adjusts business plans.
  • Champion Cooperative Principles.
  • Enhance value in relationships with members and services to member systems.
  • Build and advance strategic plans for the continuous improvement of GCSECA.
