Chief Executive Officer - Municipal Authority

Capital Region Water (CRW), a municipal authority that owns and operates the greater Harrisburg area water and sewer (both sanitary and storm) systems and those systems’ infrastructure, is seeking a Chief Executive Officer (CEO) to lead our executive team. The CEO reports to to our five member Board of Directors and is responsible for the development and implementation of our business strategy, maintaining healthy organizational culture for all of our employees, and for communication with outside stakeholders and the media.


  • Lead the efficient, effective, and regulatory compliant operations and maintenance of CRW’s facilities
  • Manage and lead the CRW executive staff which includes developing, supervising, and administering CRW staff and programs and leading negotiation of collective bargaining agreements with applicable local bargaining units.
  • Provide oversight to process of screening employee compensation packages and presenting options / recommendations for CRW Board consideration.
  • Ensure development, implementation, and financing of the CRW capital improvement programs and representing CRW before municipal credit rating agencies and the investor community.
  • Lead the preparation of CRW’s strategic and business plans and water resource system master plans based on policy direction from the Board of Directors.
  • Ensure CRW’s operations comply with local, state, and federal water quality and related environmental and safety standards.
  • Ensure legal compliance with all indentures, rate covenants, lease requirements and municipal authority laws.
  • Direct water and sewer service contracting efforts, including contract negotiations.
  • Represent the CRW in local, regional and state initiatives to advance regional collaboration, economic development and utility system optimization.
  • Represent the CRW in activities of relevant professional societies and organizations.


  • Bachelor’s degree in Business Administration, Engineering or a related field is required; Master’s degree in a related field is desired but not required.
  • Minimum of 10 years of experience in management and leadership roles of public entities, water/wastewater utilities, and/or business or public entities subject to environmental regulation is required. Acceptable combination of education and experience may be considered.
  • Demonstrated knowledge of water and sewer systems engineering, construction, repair, and operations including the applicable laws, rules, regulations, and ordinances related to water and sewer systems.
  • Proven ability to work collaboratively with an active governing board in establishing and implementing policy goals and objectives and to maintain effective working relationships with the CRW Board, regulatory agencies, customer communications, and other municipal officials.
  • Demonstrated experience working collaboratively with staff, suppliers, outside consultants, contractors, the media, and the general public.
  • Experience in government advocacy is a plus.
  • Considerable knowledge of relevant labor agreements and personnel policies and procedures.
  • Proven ability to supervise and motivate a large and varied staff operating on a 24-hour basis in a unionized work environment.
  • Demonstrated knowledge of government budgeting, accounting, finance, and procurement practices.
  • Confirmed ability to identify potential opportunities to realize cost savings in utility operations and capital project delivery.
  • Proven experience in organizational restructuring, achieving cost savings and efficiencies, and effecting organizational culture change is strongly preferred.

Capital Region Water

Capital Region Water (CRW) is a municipal authority that owns and manages the greater Harrisburg area's water and sewer (both sanitary and storm) systems and those systems’ infrastructure. Originally formed in 1957 to provide financing for the area’s conveyance and treatment systems, Harrisburg City Council and CRW each separately approved resolutions authorizing the transfer by the City of its sewer system and its water system to CRW in August 2013. Pursuant to the resolutions adopted by the City and CRW, the City transferred any ownership and other rights which the City had in the Sewer System to CRW on December 4, 2013. Since that date, CRW has been solely responsible for the operation of these systems. CRW owns and operates the Sewer System, which includes an Advanced Wastewater Treatment Facility, a conveyance system, and wastewater and stormwater collection systems located within the City limits. Overall, the Sewer System includes approximately 48 miles of sanitary sewers, 29 miles of stormwater sewers, and 87 miles of combined sanitary and stormwater sewers. Dedicated to providing clean, safe water to its customers, CRW oversees the treatment of drinking water starting with fresh water flowing in its reservoirs through the treatment process and distribution of 8 million gallons to 60,000 residents and businesses. CRW is governed by a volunteer board of up to five members. Board members are appointed by the Mayor of Harrisburg and confirmed by Harrisburg's City Council, serving staggered five year terms. The officers of CRW are nominated and elected annually at the January meeting of the board. All Board members hold office for a period of five years or until their successors have been appointed. Current Board officers are: J. Marc Kurowski, P.E., Chairman; Crystal Skotedis, CPA, CFE, Vice-Chair and Treasurer; Garvey Presley, Secretary; Alisa Harris, Member and Andrew Enders, Esq., Member.
