EDC has an opening for a full-time Chief Human Resources Officer (CHRO), reporting directly to the President and CEO, in Waltham, MA. The CHRO will provide leadership excellence, strategic direction, and oversight for Human Resources (HR) at EDC. The CHRO, as a member of the senior Leadership Team, will be a valuable contributor to the success of EDC both through understanding of the company’s strategic and operational goals and by being a trusted advisor and partner with the senior leaders and leadership teams. The CHRO has primary responsibility for leading, designing and deploying innovative and effective human resources services, policies and programs that are aligned with EDC’s short and long term strategic objectives. This individual will oversee and lead efforts in talent acquisition and retention, professional development, employee relations, performance management, employment practices and policies; contribute to organizational development; and provide management for HR information systems, compensation and benefit administration. The CHRO is actively involved with EDC’s equity, diversity and inclusion (EDI) initiatives. Broad knowledge of state-of-art human resources programs and comprehensive working knowledge of all federal, state and local regulations and laws as applicable to human resources management is expected. 

ESSENTIAL FUNCTIONS 

The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with staff, leadership teams, colleagues, clients, vendors, collaborators, field sites, and funders; and to work respectfully with EDC colleagues. Operating at an executive level in the organization, the CHRO: 

• Participates in the development of the organization's plans and programs as a strategic partner and member of the senior Leadership Team, bringing the perspective of the impact on people. 

• Translates the strategic and tactical business plans into global HR strategic and operational plans. 

• Develops trusted partnerships by establishing an open, approachable, visible presence that demonstrates clear communication, evidence-based practices, and a commitment to ongoing process improvement. Establishes credibility throughout the organization as an effective listener and problem solver. 

• Continually assesses and improves the global competitiveness of all HR programs and practices compared to the relevant companies, industries and markets; stays current with emerging markets important to EDC. 

• Leads an excellent HR team and mentors Human Resources staff, assessing and providing the development opportunities for each member. Sustains a high performing team focused on the organization’s evolving needs, standardization of programs and processes and creates a clear vision for the department marked by collaboration, transparency and opportunities to learn. 

• Through a team of high-performing direct reports, has oversight for all aspects of the Human Resources function, including benefits, compensation, talent acquisition, HR systems, employee relations, performance management, recognition, professional development programs, and Human Resource information systems world-wide. 

• Develops appropriate policies and programs for effective management of the people resources of the organization. Included in this are programs for employee relations, affirmative action, sexual harassment, employee complaints, external education and career development, among others. 

• Maintains knowledge of international HR policies, programs, laws and issues. Understands the differences of domestic and international policies and programs and coordinates the integration of all such programs. 

• Ensures all HR policies and programs are compliant with government rules and regulations. In the US, this includes, but is not limited to ERISA, FLSA, FMLA, ADA, COBRA, OSHA, Worker’s Compensation, and EEO/AA and fulfill all compliance and reporting requirements. Serves as Affirmative Action Officer.

QUALIFICATIONS 

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements: 

• Human Resources professional with minimum 10 years leading HR as business partner, with considerable experience in HRIS and HR Operations globally; experience with developing countries a plus. 

• At least 5 years’ experience at executive levels. 

• Demonstrated ability to collaborate with other members of the senior leadership team to develop overall EDC strategies and to build agreement on HR strategy and tactics. 

• Demonstrated ability to resolve complex problems impacting people, processes and programs. 

• Substantial successful record of developing and implementing professional development in a decentralized organization. 

• Strong generalist background in all areas of global Human Resources function including employment and labor laws. 

• Demonstrated success in continuous improvement initiatives resulting in improved operational performance. 

• Excellent verbal, written and presentation skills with the ability to relate well to all levels of the organization, ability to build appropriate rapport, using tact and diplomacy; can comfortably diffuse even high-tension situations. 

• Ability to manage competing priorities and competent in thinking and planning systematically. 

• Must possess a high degree of creativity, patience and energy, along with a sense of humor. 

• Strongly prefer a candidate that will have a demonstrated understanding of and competence in working with culturally diverse populations. 

• Fluency in at least one language beyond English is a plus (fluency in French or Spanish is highly preferred) 

• Experience in design of global/international processes involving numerous stakeholders with multiple interests and regional needs. 

• Ability to work through a matrix organization to get the work done in a highly decentralized environment. 

• Masters' degree or equivalent 

• Experience with federal grants and contracts required 

• Not-for-profit experience strongly preferred
