The American Public Human Services Association (APHSA), is a nonprofit, bipartisan membership organization whose mission is to pursue excellence in health and human services. We do this by supporting state and local agencies, informing policymakers, and working with our partners to drive innovative, integrated and efficient solutions in policy and practice. APHSA seeks a Chief Operating Officer, (COO) reporting to the CEO who will lead all aspects of internal operations.

Position Summary

APHSA’s is entering a new phase of its nearly 90-year existence, operating under a bold strategic plan recently developed through its membership and approved by its board of directors. This is an outstanding opportunity for a highly-motivated professional to assume a pivotal role in the evolution of our Association. The Board and CEO are looking for a mission-focused, strategic and process-minded leader with experience scaling an organization, leading an executive management team, and developing a high-performance culture. The Chief Operating Officer will be a new position for APHSA, assuming broad managerial and leadership responsibilities in advancing the work of the Association and helping to maximize the CEO’s ability to focus on overall strategy, innovation and engagement with members, policymakers, collaborators, the public and the Board. The COO must be a leader who is able to help our team deliver on its members value proposition. Importantly, the successful COO will have the skills, sensitivity, and personal confidence to tap into the talent and capacity that each member of the team brings to the Association’s vision and mission. While it is essential that the COO bring more efficient and effective systems on line, it is also critical that the team be agile and retain the creative spark that fuels our collective efforts.

Specific Job Duties/Responsibilities

Reporting to the CEO of APHSA, the COO will lead all internal operations helping to ensure that the Association runs smoothly and with integrity. Specific responsibilities will include:

  • Working in partnership with the CEO and VP of Strategic Mobilization, help execute the strategic five-year plan (referred to the Strategic Playbook) and implement new processes, approaches, and performance metrics to achieve it;
  • Provide oversight of the fiscal and operational aspects of grant-funded work, including ensuring effective coordination across departments and monitoring both alignment with our Strategic Playbook and established grant parameters
  • Oversee and guide the following Association departments and operational support areas:
    • Finance
    • Human Resources
    • Information Technology
    • Membership Operations and Events
    • Secretariat role for Interstate Compacts
  • Serve as the management liaison to the Finance and Audit Committees of the APHSA Board of Directors
  • Develop, support and monitor relationships with operational partners.

Requirements

  • Minimum of 10 years in a senior management role ideally with broad experience with the full range of business functions and systems, including budgeting, business model analysis, finance, information systems, human resources, and marketing
  • Experience either as an employee or board member of a nonprofit organization; must be familiar with non-profit finance and accounting regulations and P/L statements
  • Proven track record of success facilitating progressive organizational change and development within a growing organization
  • Excellent judgment and creative problem-solving skills including negotiation and conflict resolution
  • Strong mentoring, coaching experience of a culture balancing innovativeness with discipline, and a team(s) with diverse levels of experience and expertise
  • Proactive and Result-oriented
  • Ability to operate as an effective tactical as well as a strategic thinker
  • Ability to positively and productively impact both strategic and tactical operations
  • Exceptional written, oral and interpersonal skills

Undergraduate degree required; MBA or similar advanced degree highly desired.
