Chief Operating Officer (COO)

In this leadership role, you will be a member of the Executive Team while reporting to the Board of Directors and CEO, as well as have direct supervision of 3 program service lines of businesses (Residential, Mental Health Services and Community Based Programs). As our COO, your primary responsibilities will include the strategic planning and operational implementing of programs and services designed to meet or exceed service outcome objectives of Unity Care. We will rely on you to identify and capture new business opportunities with special emphasis on Mental Health and Health Care Reform. You will also serve as a liaison to the Board of Directors and other committees as appropriate.

Responsibilities:

Provide Strategic Planning and Development for Ongoing Programs and New Programs

  • In alignment with the agencies strategic goals and contractual relationships, ensure that all programs/services are meeting the on-going needs and outcomes as specified.
  • Make modifications of program functioning as necessary in order to meet assessed needs.
  • Ensure culturally proficient Evidence Based Practices are embedded throughout the core program services.
  • Ensure all partners and collaborations are explored for agency leadership and ongoing synergies.

Grow the Agency’s Services

  • Research agency growth opportunities through Federal, State and Local initiatives (Healthcare Reform, MHSA, etc.) designed to grow the agency’s business practices.
  • Create and develop business plans; design and implement processes to support business growth through customer and market definition.

Management Staffing / Supervision

  • Recruit, hire and retain personnel at the leadership level and below who provide direction to all services and programs adhering to agency practice and standards.
  • Provide leadership and supervision in line with agency philosophy of a strength based participatory management style.
  • Develop, maintain and monitor systems, tools and practices to improve agency efficiency. (Policy and Procedure Manuals, Balance Score Card, Benchmarking, EHR, etc.).
  • Oversee and coordinate the day-to-day operational aspects of ongoing projects and program administration across-departmental and geographical function areas.
  • Interface with the Compliance Officer in order to ensure the development, implementation and monitoring of program quality assurance standards that are in compliance with regulatory requirements.
  • Monitor and supervise programmatic budget compliance and revenue management issues ensuring maximum revenue potential and efficient billing standards are upheld.

Executive Management Activities

  • Creation of an over-sight body of industry leaders to provide an organizational assessment of policies practices ensuring alignment with Council of Accreditation (COA) standards.
  • Representation at all inter-agency and public levels (County, City, State, Federal) as delegated by CEO.
  • Attend, coordinate and provide executive summaries to the Board of Directors with respect to various program development and activities.
  • Actively participate in annual budgetary planning meetings as well as monthly agency-wide budget reviews.

Requirements:

Education / Work Experience

  • Education or experience equivalent to a Master’s degree in Public Health or Business/Public Administration, Heath Care Administration, Clinical License by California Board of Behavioral Science.
  • 10+ years of responsibility in the mental health field with administrative or supervisory management experience to include COO, Mental Health Director, Clinical Director and/or Program Services Director.
  • Success overseeing comprehensive program delivery and support in the Mental Health and Residential Treatment fields.
  • Experience building and managing a high functioning service team providing services to children and families at all aspects of the formal System.
  • Experience managing a budget of $10 million+.

Management / Leadership

  • Strong commitment and demonstrated success to strength based ethical practices, honesty and integrity.
  • Lead by example and has demonstrated the ability to successfully empower those direct reports.
  • Innovative self-starter inspired by collaborations and new business opportunities who can work effectively both independently and as part of diverse teams.
  • Able to think conceptually and plan strategically by leveraging the talents of the team.
  • Demonstrated passion for the mission, vision and values of Unity Care.
  • A positive and optimistic personality with a sense of humor.

Technical

  • Technologically adept with advanced computer skills; knowledge and/or experience in electronic health records (EHR) preferred.
  • Exemplary verbal and written communication, interpersonal and negotiation skills; ability to communicate with tact and diplomacy.
