Deputy Director Budget

Summary

King County's Office of Performance, Strategy and Budget (PSB) is seeking an experienced leader to serve as the Deputy Director for the Budget team.  This position is one of four Deputy Directors in PSB.  The Budget Deputy leads a team of about 20 professionals who prepare the County's biennial budget, develop supplemental appropriations as needed, monitor the financial position of all County funds, evaluate the outcomes of County programs, and support business planning and other activities.  The Budget team also works closely with the other three teams in the Office: Performance & Strategy, Continuous Improvement, and Regional Planning.  The position requires strong leadership and communications skills, knowledge of budget processes and issues, a commitment to advancing equity and social justice in County policy and budgeting, experience with management and business planning, and the ability to work with all types of people inside and outside of County government.

ABOUT THE OFFICE

Job Duties

SCOPE OF JOB DUTIES: The successful candidate, at a minimum, will:

  • Demonstrate the ability to lead a high-performing team of staff and managers.  Leadership ability is the single most important qualification for this position.  The selected candidate will be expected to support a culture of learning and growth and uphold the PSB Leadership Expectations (available upon request).
  • Provide budgeting knowledge and experience to improve the County's budgets, financial plans, and outcomes.
  • Be able to work effectively with the County Executive, Executive Office staff, PSB staff, directors and staff of County agencies, County Council staff, and external parties to develop budgets and related plans.
  • Demonstrate a commitment to equity and social justice, including leading efforts to further implement these priorities in the County's budget.
  • Have strong written and oral communication skills.
  • Have experience with business planning and organizational improvement.
  • Be able to work effectively with the PSB Director to coordinate responsibilities for various aspects of the County's budget and financial monitoring processes.
  • Work effectively with the other Deputy Directors to increase collaboration across the Office.

 

Experience, Qualifications, Knowledge, Skills

DESIRABLE, BUT NOT MANDATORY, CHARACTERISTICS:

  • A master's degree in public policy/administration, finance, economics, business, or a related field, or a bachelor's degree and longer work experience.
  • At least five years of experience with budgeting and/or finance.


 
SELECTION PROCESS:  Application materials will be screened for clarity, completeness, and qualifications.  Competitive candidates will be invited for interviews, which are tentatively scheduled for the week of February 25.  The interview process will include review of writing samples and an exercise to test the candidate's ability to develop a response to a policy issue in a short period of time.  Reference checks will be conducted for final candidates.
 
NECESSARY SPECIAL REQUIREMENTS:  Valid Driver's License or the ability to travel throughout King County in timely manner.
