Deputy Director

The Deputy Director will serve as a close partner to the Executive Director in the development and implementation of the organization’s program strategies. S/he will also work with the Chief Operating Officer (COO) to enhance the efficiency and effectiveness of the organization by providing vision and leadership across operations, finance, human resources, development, and communications. The Deputy Director will have the opportunity to engage strategically in certain programs or regions and represent ICCT internally and externally across a wide range of stakeholders. S/he will be a key connector between operations and programs, ensuring that the right systems, plans, and policies are in place to support the organization’s mission and goals.

The ideal candidate is a seasoned global manager with a deep commitment to ICCT’s work, excellent interpersonal skills, high levels of professional integrity, and the ability to work effectively across multiple areas of the organization. This is new leadership position at ICCT and the successful candidate will have the opportunity to shape the role based on his/her skills, interests, and expertise. The Deputy Director will serve as a member of ICCT’s executive management team and will manage staff in operations and programs, including the COO and three Program leads. The Deputy Director will report to the Executive Director.

 Key Responsibilities

  • Provide proactive leadership on finance, human resources, and operations to ensure that organizational systems are in place for efficient implementation of program goals; set an effective agenda for operations and technical staff to ensure performance goals are met.
  • Maintain a high level of fiscal responsibility; lead development of the annual budget with support from the COO and comptroller.
  • Manage setup of offices and programs in new regions, working closely with regional leads to build relationships and establish operational systems.
  • Support board management and development, and assist in the preparation for board meetings, including creation of presentations and materials.
  • Serve as a mentor, coach and guide to senior staff, particularly with regard to the accomplishment of professional objectives; help develop a high-performing, team-based culture that inspires and motivates staff.
  • Foster communication between operations and program staff to enable collaboration and efficient use of resources.
  • Work closely with the Executive Director and senior staff on strategic and annual planning, including preparation for annual staff and director retreats.
  • Provide leadership on fundraising and donor management, project development and partnership activities, as well as communications and public relations.
  • Ensure that staffing plans are adequate to meet ICCT’s goals and objectives and participate in the hiring decisions of new program staff.
  • Represent the organization with the public, key stakeholders, and partners.
  • Assume full delegated authority to act on behalf of the Executive Director in absentia.

The Ideal Candidate

  • 10+ years leadership experience in the public or private sector in one or more of the following areas: operations, development, and/or program management; direct experience as a COO and/or Deputy Director preferred.
  • Experience in transportation, climate and/or energy policy a plus.
  • Demonstrated experience and ability to effectively manage a global organization of highly-educated, multi-cultural staff; proficiency in another language, particularly German, Mandarin, or Spanish is preferred.
  • Track record of designing, implementing, and maintaining effective operational systems and processes.
  • Ability to communicate clearly and consistently with a variety of technical and non-technical audiences, including technical staff, stakeholders, donors, and board members, both orally and in writing.
  • A personal orientation that emphasizes collaboration and teamwork, professional integrity, and self-direction in identifying and addressing problems; high energy level and intellectual capacity to juggle routine and important tasks, meetings, and speaking engagements in a day.
  • Willingness to travel internationally with frequency.

Compensation and Location

This position is based in ICCT’s Washington, DC office with some domestic and international travel.
