Director of Workforce Development

Essential Duties, Functions & Responsibilities:

  • Knowledge of workforce development and managing job placement and retention programs.
  • Plans, develops, establishes and implements grant/program budgets, monitors program delivery and performance against program budgets, objectives and outcomes; reviews and monitors program expenditures to ensure compliance with funding requirements and regulations.
  • Oversite and management of all workforce development subcontractor(s)/sub recipient(s).
  • Oversee operations and drives the results of the workforce department in an integrated service delivery environment.
  • Work with an interagency team comprised of WIOA partners and others to develop, oversee and maintain a system that allows for individual referrals and common intake.
  • Develop, maintain and oversee appropriate data collection/analysis to ensure performance metrics are accomplished.
  • Coordinate strategic community partnerships to enhance services and promote growth.
  • Adhere to agency policies and advance goals of UAII in a manner that embodies the agency philosophy.
  • Ensure that staff has direction, training, and support needed to perform their jobs.
  • Supervises and evaluates the performance of assigned staff.
  • Able to represent the agency and communicates accordingly at all community, government, and/or business meetings.
  • Provides monthly reports to the COO.
  • Keep CEO and COO well-informed regarding activities, pending issues and potential problems.
  • Other duties as assigned or required for the purpose of the position or for organizational efficiency and effective client service.


Under the direction of the Chief Executive Officer and Chief Operating Officer, the Director of Workforce Development is responsible for directing the planning, development, daily operations, coordination, and marketing of the Department of Workforce Development. This includes ensuring program and financial compliance with state, federal and other granting agencies managing the Workforce Innovation and Opportunity Act (WIOA). The director will provide direct supervision of all workforce staff and support as well as establish and maintain working relationships with community organizational partners.
