Director, Program and Strategic Integration Office

The incumbent advises the Deputy Associate Administrator (DAA) for Exploration Systems Development and Associate Administrator for Human Exploration and Operations (HEO) Mission Directorate on issues pertaining to the design, development, and implementation of the ESD Program Portfolio, provides Program Planning and Control (PP&C;) functional direction to the Space Launch System (SLS), Orion Multi-Purpose Crew Vehicle (MPCV), and Exploration Ground Systems (EGS) Program Offices.

### Responsibilities

* Directs and advises the PP&C; managers of each ESD Program in the formulation and preparation of the Program Planning and Budget Execution (PPBE) products required by the Agency budget formulation process.
* Provides independent cost and schedule assessment of the SLS, Orion MPCV, and EGS programs. Reports findings and recommendations to the DAA for ESD on a periodic basis for action.
* Assists and advises the SLS, Orion MPCV, and EGS program managers with financial, advocacy, programmatic, and technological information from the Headquarters viewpoint.
* Assists the DAA for ESD with the development and implementation of HEO Mission Directorate-level policy, procedures, and priorities.
* Oversees and manages the close and continuous coordination and status reporting among functions, both internal and external, between the DAA for ESD and the SLS, Orion MPCV, and EGS Programs.

SES Technical Qualification Questions

1. Demonstrated ability, within the last 3 years, to build cost and schedule estimates for complex developmental programs including budget planning, scheduling, managing requirements, and statistical assessment of financial data.

2. Expert knowledge and recent experience in program planning and control of human space flight programs, projects, or technology development projects leading to new system capabilities, including demonstrated experience with government financial reporting related to the program/project management development environment.

3. Knowledge of the plans for the future of human space flight and the capabilities needed to enable it.

4. Skill in introducing or executing innovative approaches to program planning and control, such as rapid systems development or alternative management concepts.

5. Ability to interact with members of Congress, high-level Government officials, high level domestic and foreign officials, scientific academia, media, and the general public on Agency-level programs, planning and decision making.

### Education

Candidates must possess an engineering degree, preferably an advanced degree from an accredited engineering curriculum at an accredited college or university in a closely related engineering discipline
