Executive Director

COMMUNITY AWARENESS & TREATMENT SERVICES, INC. (CATS)

Organization Information and Mission:

Community Awareness & Treatment Services, Inc. (CATS) is looking for a new executive director to lead our organization. 

CATS’ mission is to help those most in need get off the street, achieve stability and establish permanent housing by providing compassionate, culturally sensitive services. For 40 years we have fulfilled our mission by providing a continuum of care that effectively moves San Francisco's chronic homeless population off the streets and into permanent housing. Today CATS also provides substance abuse homeless services to the hardest to serve San Franciscans, those dually diagnosed with mental and physical illnesses as well as victims of abuse, people living with HIV I AIDS, veterans, seniors and transgendered women. 

CATS serves more than 4,000 homeless and low-income men and women each year and provides over 93,075 meals annually from Medical Respite kitchens. 

We currently operate six programs, including: A Woman's Place, a gender-specific homeless shelter complemented by a small drop-in and transitional housing, A Woman's Place Drop-In Center program providing low threshold drop-in services targeted to the complex needs of multiply diagnosed homeless women, with linkages to primary care, substance abuse and mental health treatment, and housing. Golden Gate for Seniors is our substance abuse treatment program for men and women over 55, and the Eddy Street Apartments and Coronado Hotel are our two permanent supportive housing programs.  CATS collaborates with the San Francisco Department of Public Health to operate the Medical Respite and Sobering Center, which provides medical and social services support to homeless people requiring additional care as they exit the hospital, and a safe place for intoxicated homeless individuals to safely sober up and receive services

POSITION OVERVIEW:

The Executive Director is responsible for overseeing the administration, programs, and strategic plan of the organization. Other key duties include fundraising, marketing, and community outreach. The position reports directly to the Board of Directors.

RESPONSIBILITIES:

1) Organization Mission and Strategy: Works with board and staff to ensure that the mission is fulfilled through programs, strategic planning, and community outreach.

  • Oversee CATS’s programs to ensure their continued success and fulfillment of the organization’s mission.
  • Strategic planning to ensure that CATS can successfully fulfill its mission into the future.
  • Promote CATS’s image by being active and visible in the community and by working closely with other professional, civic, and private organizations.
  • Develop and foster positive relationships with funders and other key stakeholders.

2) Financial Performance and Viability: Develops and oversees resources sufficient to ensure the financial health of the organization.

  • Ensure the fiscal integrity of CATS, to include submission to the Board of a proposed annual budget and monthly financial statements (in collaboration with the Director of Finance), which accurately reflect the financial condition of the organization.
  • Provide competent fiscal management that generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
  • Fundraise and develop other resources necessary to support CATS’s mission.
  • Work with the Director of Finance and Program Directors to develop and submit budgets and related documentation as required to City funders.

3) Organization Operations. Oversees and implements appropriate resources to ensure the successful operations of the organization.

  • Effectively direct administration of CATS operations, including the oversight of Program Directors and their programs, in compliance with scopes of services and other funder requirements.
  • Supervise Program Directors, Directors of Finance and HR, and other administrative personnel, as needed.
  • Hire and retention of competent, qualified staff.
  • Sign all notes, contracts, agreements, and other instruments made and entered into and on behalf of the organization.
  • Other duties as assigned by the Board of Directors.

4) Board Governance: Works with board in order to fulfill the organization mission.

  • Lead CATS in a manner that supports and guides the organization’s mission as defined by the Board of Directors.
  • Communicate effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.

Professional Qualifications:

  • Bachelor’s or master’s degree in social work, psychology, or a closely related field
  • Five or more years’ senior nonprofit management experience
  • Experience in and passion for the nonprofit field, within homelessness services, housing, substance abuse treatment, social services, or closely related field
  • Ability to work collaboratively and foster teamwork to create a positive and productive environment.
  • Transparent and high integrity leadership skills
  • Solid, hands-on, budget management skills, including budget preparation, analysis, decision-making and reporting
  • Experience with City and County of San Francisco contract, budgeting, and proposal guidelines and regulations (or similar) is highly desirable
  • Strong organizational abilities including planning, delegating, program development and task facilitation
  • Ability to convey a vision of CATS’s strategic future to staff, board, volunteers, and donors
  • Knowledge of fundraising strategies and donor relations unique to nonprofit sector
  • Skills to collaborate with and motivate board members and other volunteers
  • Strong written and oral communication skills
  • Ability to interface and engage diverse volunteer and donor groups
  • Demonstrated ability to oversee and collaborate with staff
  • Strong public speaking ability
