Purpose
The job of Executive Director - SELPA is done for the purpose/s of coordinating all special
education services among the districts in Shasta County; managing and assuring
implementation of the SELPA Local Plan; securing, receiving and distributing SELPA funds
to Local Educational Agencies and monitoring compliance with the state and federal laws
and regulations and SELPA policies and procedures; performing fiscal analysis of special
education funding sources; and supervising and evaluating the performance of assigned
personnel.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
- Attends and conducts a variety of meetings as assigned by the SELPA Governing Board,
Program Advisory Council, and/or Finance Advisory Council for the purpose of serving on
assigned committees and preparing for and facilitating PAC, FAC, and other work groups as
needed.
- Communicates with other administrators, personnel, LEA members of the SELPA and
outside organizations for the purpose of coordinating activities and programs, resolving
issues and conflicts, engagement in Differentiated Assistance as applicable, and exchanging
information.
- Coordinates and participates in the development of new or modified programs, procedures
and approaches to the educational services in the SELPA for the purpose of providing
administrative support to the SELPA and delivering services which conform to established
guidelines.
- Develops and monitors interagency agreements/Nonpublic School and Agencies Master
Contracts for the purpose of ensuring delivery of contracted services for local school
districts, public and private agencies, other SELPAs, and non-public schools.
- Directs the planning, implementation and evaluation of the SELPA programs and funding
procedures for the purpose of providing services within established timeframes and in
compliance with related requirements.
- Facilitates the use of data from a variety of sources (e.g. Dashboard or other compliance
regulation as required by CDE) for the purpose of assuring compliance and measurement of
student performance.
- Mediate disagreements between SELPA member districts, parents and/or the County (e.g.
program issues, contract terms funding level, staffing levels, procedural issues, etc.) for the
purpose of resolving areas of conflict within the SELPA governance structure.
- Monitors budget and grant allocations, expenditures, fund balances and related financial
activities for the SELPA for the purpose of ensuring that allocations are accurate, revenues
are recorded, expenses are within budget limits and/or fiscal practices are followed, this

includes development of projections and analysis of expenditures for presentation to the
SELPA Governing Board.
- Oversees special education services and maintenance of efforts for all member districts for
the purpose of recommending, coordinating and implementing services that address
instruction of all County students with exceptional needs.
- Participates in special education fair hearings and mediations for the purpose of assisting
LEA members of the SELPA prepare for hearings, and coordinating special education legal
compliance services and reviews.
- Performs personnel administrative functions (e.g. interviewing, hiring, training, supervising,
evaluating, disciplinary actions, recommending terminations or transfers, providing
professional development opportunities, etc.) for the purpose of maintaining adequate
staffing, enhancing productivity of personnel and ensuring department/program outcomes are
achieved.
- Prepares and maintains a variety of narrative and statistical reports, records and files related
to assigned activities and personnel as directed by the SELPA Board (e.g. SELPA forms,
handbooks, state and federal mandated documents, fiscal reports, Annual Service and Budget
Plan, interagency agreements, staff development materials, mental health expenditures, etc.)
for the purpose of documenting activities, providing written reference, and meeting mandated
requirements.
- Researches and interprets state and federal laws specific to procedures and programs in
Special Education for the purpose of providing leadership and guidance regarding
compliance requirements, communicating to others as needed, and
developing/modifying/implementing policies and procedures based on the regulations.
- Schedule and call monthly or quarterly professional learning community meetings for
Specialists (e.g. RST, Speech, SDS, Psychologists, etc.) for the purpose of improving student
learning and increasing teacher collaboration.
- Serves as a resource for the LEA members of the SELPA for the purpose of providing
technical expertise, training, information and assistance regarding assigned functions as
requested.
Other Functions
- Performs other related duties as assigned for the purpose of ensuring the efficient and
effective functioning of the work unit.
Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade
skills in order to meet changing job conditions. Specific skill based competencies required to
satisfactorily perform the functions of the job include: operating standard office equipment
including utilizing pertinent software applications; planning and managing projects; developing
effective working relationships; effectively interpreting and applying appropriate laws, codes,
rules and regulations; formulating and executing decisions involving complex issues;
administering personnel policies and procedures; and experience in an educational setting,
including supervisory or administrative responsibilities in special education programs.

KNOWLEDGE is required to perform advanced math; review and interpret highly technical
information, write technical materials, and/or speak persuasively to implement desired actions;
and analyze situations to define issues and draw conclusions. Specific knowledge based
competencies required to satisfactorily perform the functions of the job include: pertinent laws,
codes, policies, and/or regulations; personnel processes; standard business practices; program
planning and development; effective instructional techniques; age appropriate student activities;
safety practices and procedures; conflict resolution; and in depth knowledge of current
legislation, programs and services for special education.
ABILITY is required to schedule a significant number of activities, meetings, and/or events;
routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is
required to independently work with others in a wide variety of circumstances; analyze data
utilizing defined but different processes; and operate equipment using standardized methods.
Ability is also required to work with a significant diversity of individuals and/or groups; work
with data of varied types and/or purposes; and utilize job-related equipment. Independent
problem solving is required to analyze issues and create action plans. Problem solving with data
frequently requires independent interpretation of guidelines; and problem solving with
equipment is limited to moderate. Specific ability based competencies required to satisfactorily

Responsibility
Responsibilities include: working independently under broad organizational guidelines to
achieve unit objectives; managing a department; supervising the use of funds. Utilization of
significant resources from other work units is sometimes required to perform the job's functions.

Working Environment
The usual and customary methods of performing the job's functions require the following
physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger
dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is
performed in a generally clean and healthy environment.
Experience Job related experience within a specialized field with increasing levels of
responsibility is required.
Education Master’s degree in job-related area.
Equivalency Possession of, or eligibility for California Administrative Services Credential and
five years of increasingly responsible experience in an educational setting,

including supervisory or administrative responsibilities in special education
programs.
The stated education and experience requirements are the preferred minimum qualifications for
this job. However, relevant experience to substitute for the education requirement and relevant
education, certificates and/or licenses to substitute for the experience requirement may be
allowed. Experience at a school district level special education director or equivalent.
