                                             MID-SHORE RURAL HEALTH COLLABORATIVE

The Talbot County Health Department of Maryland, on behalf of the Executive Committee of the Mid-Shore Rural Health Collaborative, is requesting proposals from individuals or an organization to perform EXECUTIVE DIRECTOR SERVICES.

Senate Bill 1056 created The Rural Health Collaborative for the five Mid-Shore counties (Talbot, Dorchester, Caroline, Kent, and Queen Anne) to operate as an independent unit under the Maryland Department of Health, reporting directly to the Secretary. An Executive Director is to provide support for the Rural Health Collaborative. The Executive Committee of the Rural Health Collaborative is seeking proposals from individuals or organizations to provide part time Executive Director and clerical support services not to exceed $125,000 per year.

The purpose of the Rural Health Collaborative (RHC) representing five counties is to improve the access and delivery of health services in a rural area; develop one or more innovative models for achieving the purpose; align strategies with Maryland Medicare Waiver; select a site(s) for the Rural Health Complex model developed; and demonstrate improved health outcomes for the population. For better health outcomes of the low income and most vulnerable populations, the RHC will address the integration of clinical and social support services as a part of the model.


  1. With direction from the Executive Committee, plan meetings for Executive Committee and full Board of Directors of Rural Health Collaborative;
  2. No less than quarterly (4/year) meetings for Executive Committee and Executive Committee (Total of 8); For the first year the Executive Committee could meet up to 10 times and have additional, brief telephone conference calls with the Executive Committee.
  3. Arrange meetings, plan agendas, prepare minutes, copies of documents for members,
  4. Arrange for guest speakers when applicable
  5. The contractor will not have to provide 1) a site for the meetings; 2) refreshments or food; 3) audiovisual equipment for the meetings; 4) costs for printing materials for meetings; 5) telephone conference costs for any meetings.
  6. Work with board to develop By-Laws and Policies for operation of the RHC
  7. Hold pre-meetings with Chairman of Executive Committee and RHC to prepare for meetings
  8. Provide some research on successful rural health strategies and models along with other topics requested by the Executive Committee
  9. Complete necessary reports for Secretary, Legislators, and any granting authority for awards
  10. Assist in writing grant proposals upon recommendation of the Executive Committee
  11. Perform other duties as assigned by Executive Committee

Expectations for knowledge, skills and competencies needed for this position are

  • Ability to lead a diverse group of stakeholders and consumers to create a shared agenda and reach successful outcomes
  • Leadership qualities that can keep diverse stakeholders engaged and contributing
  • Understanding of the health care environment of Maryland with the Medicare Waiver and its Progression Plan to begin Jan 2019
  • Understanding of the health access and delivery problems for rural areas
  • Knowledge of health and healthcare innovations successful in rural areas
  • Understanding of the social determinants of health
  • Ability to manage budgets and supervise staff should the RHC grow
  • Ability to write successful grant proposals

Educational and Experience

  • Must have at least a Bachelor’s Degree; preference is for health or social services field
  • Leadership/management experience in health, social services, health policy or field that brings benefits to this endeavor is critical
  • Experience in convening community or regional group(s) that was successful in reaching goals


Talbot County Health Department will manage the contract with the individual or organization selected to perform the services. The Executive Director serves at the pleasure of the Executive Committee. The contract will be for 12 months initially, but the Rural Health Collaborative can make the contract for a longer term if the performance of services meets expectations and funding continues.



The deadline for submission of proposals is 4:30 PM, August 24, 2018.

The Executive Committee of the Rural Health Collaborative will hold interviews with the top three candidates before awarding the contract during the two weeks after submission deadline.
