Human Resources Director


Valley Center, CA, USA

Role Summary:

In coordination with the IHC Executive Team and Board of Directors, the Human Resource Director will primarily be responsible for enforcement of policy, direction and coordination of human resources activities, such as employment, compensation, benefits, and other employee-related services.


  • Directs the planning and the objectives of the Human Resources Department.
  • Collaborates in concert with CEO and members of the Executive Team when necessary and with the Board Personnel Committee to formulate and develop personnel policies and procedures.
  • Recruits applicants for all positions.
  • Plans and conducts new employee orientation program.
  • Coordinates up-to-date job descriptions for all staff.
  • Responsible for the maintenance of and administration of the organization's wage and salary. Maintain salary and equity information for all positions and update salary information on a yearly basis.
  • Coordinates with Department Directors employee performance appraisals and follows up on delinquent or inconsistent appraisals.
  • Assists in investigation and resolution of employee grievances and coordinates processes of complaints.
  • Assists Department Directors in disciplinary actions to be taken. Ensures consistent application of organizations disciplinary practices.
  • Counsels employees as requested.
  • Accountable for employee health and worker's compensation programs and services.
  • Manages and maintains the employee benefits program.
  • Enrolls new employees in the group welfare plan, deletes and adds participants to the benefit plan as needed.
  • Maintains the COBRA file by sending eligibility letters to eligible employees, posting payments, sending payment vouchers, and terminating employees from COBRA plan when appropriate.
  • Acts as primary contact for the clinic's health and welfare insurance carriers, insurance broker.
  • Conducts exit interviews with all employees to ensure that they understand their benefits and rights.

Supervisory Responsibilities

  • Manages the Human Resources Department.
  • Overall direction, coordination, and evaluation of this unit.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


  • Ability to establish and maintain cooperative professional relationships in the work place to gain confidence of Indian people, staff, and the general public.
  • Possess exceptional oral and written communication skills.
  • Ability to: delegate assignments and authority, use informational systems to make decisions, resolve conflicts, negotiate solutions, and facilitate consensus, and to prioritize, meet deadlines, and function in a rapidly changing environment.
  • Perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Educational Requirements

  • Bachelor's degree or equivalent combination of education and experience.
  • 3 -5 years experience working in Health Care environment such as Hospitals and Clinics.
  • Knowledge of personnel practices and theories to direct operations of a Human Resource Department and formulate goals and objectives consistent with federal, state, and local guidelines.
  • Knowledge of management principles. Knowledge of budgeting process.
  • Knowledge of managed care delivery systems. Skill in exercising a high degree of initiative, judgement, discretion, and decision-making to achieve organizational objectives.
  • Skill in evaluating organizational operations as they relate to policies, goals and objectives, costs and staffing levels.
  • Ability to delegate responsibility and authority to staff.

With a main facility located adjacent to the Rincon Reservation in Pauma Valley and the Santa Ysabel Community Health Center located on the Santa Ysabel Reservation, IHC provides a full spectrum of on-site and outreach services and programs to the North San Diego County reservations of Inaja- Cosmit, La Jolla, Los Coyotes, Mesa Grande, Pala, Pauma, Rincon, San Pasqual, and Santa Ysabel.
