SENIOR DIRECTOR, COMMUNICATIONS AND OUTREACH

The Human Resources Administration/Office of the Commission on Gender Equity (CGE) is leading the City?s efforts to make sure every girl, woman and gender non-conforming individual throughout the five boroughs is treated equally and feels safe. We are putting the full force of municipal government?which is the city?s largest employer?to work on behalf of this cause. CGE works collaboratively with City agencies in three focus areas: economic mobility and opportunity, health and reproductive justice, and safety.The Senior Director for Communications and Outreach Advisor reports to the Executive Director for the Commission on Gender Equity and is responsible for developing and executing communication strategies that build the reputation of the Commission on Gender Equity (CGE) in policy, advocacy, research, and community engagement. This senior staff will develop a pioneering multiyear communications plan that is aligned with, and which furthers, the CGE strategic plan, including programmatic and policy areas of emphasis. Strategies will leverage policy, advocacy, community relations, media relations and issues management strategies. This position will provide strategic communications advice to the Executive Director and the Commission at large.The Office of Commission on Gender Equity is recruiting for one (1) Assistant Commissioner for Public and Legislative Affairs to function as the Senior Director, Communications and Outreach who's responsibilities include but are not limited to: ? Identifying significant media and public policy issues that can be leveraged to support CGE's work, and create and implement plans to implement these priority areas.? Passionately telling stories, amplify the voices of impacted people, and make advocacy work come alive, transcending divides around false frames and polarizing issues.? Developing and managing critical internal and external relationships at all levels of the organization, including fostering relationships and liaising with external CGE advocates, stakeholders and principals.? Arranging and promoting high-profile speaking opportunities for CGE leadership, Commissioners and community partners. ? Coordinating an aggressive effort to place op-eds and commentary pieces by these experts in high- profile outlets.? Providing Senior Administration and staff with coaching support to effectively manage media relationships, communicate the organization?s key messages, and anticipate and respond to public concerns.? Developing and disseminating brochures, print, video and electronic materials that convey the scope and breadth of CGE?s work and its impact in terms that are appropriate for a variety of audiences.? Preparing talking points, speeches, presentations and other material as needed in support of CGE leadership.? Establishing and promoting information standards, capture and share best practices, approaches, and lessons learned, and promoting the adoption and use of working communities of practice within CGE and partners.? Developing and producing Commission on Gender Equity annual report. 

Minimum Qual Requirements 

? Bachelor?s degree in public policy, communications, or a related field; and ? Minimum six (6) years? experience developing and implementing strategic communications programs, with some knowledge management experience, and with experience in government setting. 

Preferred Skills 

? Master?s degree or higher in public policy, communications, or a related fieldBachelor?s degree required. ? Demonstrated experience in managing a comprehensive strategic communications program to advance an organization?s mission and goals.? Demonstrated skill and comfort in proactively building relationships and demonstrating influence with staff at all organizational levels.? Excellent analytical and written and oral communication skills.? Demonstrated ability to organize workload, respond to multiple demands, and meet short deadlines.? Demonstrated flexibility and openness in responding to changing work priorities and environment? Ability to work well in a culturally diverse and team-based environment.? Motivation to work independently with limited supervision.? Strong background in gender studies and project management.? Strong management and supervisory skills. ? Strong organizational skills, including attention to detail. ? Ability to synthesize and distill complex material into actionable recommendations.? Ability to work across racial, ethnic, gender and sexual diversity.? Energetic and resourceful, organized and results-oriented; a self-starter and team player.
