Duties & Responsibilities
Purpose of Position:
Under the direction of the Deputy Counsel, Labor Relations and central office leadership in the Office of Labor Relations,
operates with latitude for independent judgement and oversees the implementation of the Corporation’s collective
bargaining agreements and develops and recommends labor relations objectives. Responsible for one or more business
units at NYC Health + Hospitals and may be assigned to cover any site, or different sites throughout the Corporation.
Administers the Corporation’s labor relations program to ensure consistent interpretation and application of contractual
commitments. Ensures compliance with all applicable NYC Health + Hospitals policies and procedures, and all applicable
federal, state, and local laws.
Essential Duties and Responsibilities:
1. Manages day-to-day implementation of the Corporation’s collective bargaining agreements and strategic
engagements with numerous union partners.
2. Represents the health care setting in all labor relations matters.
3. Interprets, administers and disseminates the substance of collective bargaining agreements to all levels of
management and ensures consistent interpretation, application and compliance with collective bargaining
commitments.
4. Provides supervision to assigned labor relations specialists, assigns work, and evaluates work performance.
5. Collaborates with senior leadership, Human Resources, and other departments to address employee concerns and
promote a positive work environment. Advises managers on labor relations matters, including disciplinary procedures.
6. Productively works with the unionized, managerial and executive staff within the assigned business unit, as well as
any internal support team, and various other departments throughout the Corporation, and external agencies,
including the NYC Health + Hospitals Inspector General, the New York State Justice Center, and various District
Attorney Offices. Manages the coordination of joint labor management meetings and prepares agenda.
7. Holds grievance conferences; negotiates settlements or mediate disputes on disciplinary matters. Prepares
investigatory documents and briefs, and provides advice on labor relations related matters. Provides health care
setting Chief Executive Officer or designees updates regarding status of employee warnings, grievances, counselings,
investigations and disciplinary matters.
8. Performs other related duties, as directed.
Minimum Qualifications
1. Bachelor’s Degree from an accredited college or university in Labor Relations, Personnel, Public or Business Administration, Economics, Management, Law or a related discipline, with emphasis on labor-management relations; and six (6) years of progressively responsible experience in the negotiation and administration of collective bargaining agreements, including at least three (3) years in an administrative labor relations capacity in a large multi-bargaining unit organization; or
2. A combination of training and experience, which is equivalent to “1” above. Higher-level of education may be substituted for one (1) year of experience, however only education above a Bachelor’s level can be counted towards substitution for experience. Therefore, all candidates must have a minimum of a Bachelor’s Degree in one of the disciplines listed in “1” above, or a closely related discipline.

- Ability to develop productive collective bargaining relationships with organizations representing employees of varied skills and abilities and to effectively communicate with others both orally and in writing
