Director of Information Technology

CITY OF UPPER ARLINGTON

Description

 

JOB RESPONSIBILITIES:

As part of the executive team, under the administrative direction of the City Manager, the Director of IT will lead the strategic and operational management of the IT Department by advancing technology solutions, ensuring the security and efficiency of IT infrastructure, and providing strategic vision to enhance the municipality's digital presence and services.

 

Examples of Duties

 

ESSENTIAL FUNCTIONSFor purposes of 42 USC 12101:

 

  1. Supervises and leads assigned staff; provides strategic guidance and direction to the senior management team regarding ongoing short, medium, and long-range IT planning; Develops and implements IT policies, procedures and best practices; confers with Department Heads on matters affecting their area of responsibility; briefs the City Manager on matters of concern of City Services; monitors management controls of all departments for administrative, services, and fiscal controls.
  2. Oversees operations and budget of Information Technology department, including network, server and datacenter infrastructure, end user computing, and application support; ensures the department provides efficient and effective technical support services.  
  3. Ensure the security of data, network access, and backup systems. Ensures IT systems comply with industry and legal standards. Provide training for compliance with cybersecurity best practices.
  4. Lead and manage IT projects, including the development of new systems and implementation of technology solutions to improve customer experience. Manage IT staff by recruiting, training, and coaching employees, and appraising their performance. 
  5. Maintains relationships with suppliers and vendors of technology services and equipment; negotiate contracts and manage vendor performance.
  6. Attends City Council meetings; makes presentations to administration, staff, and City Council; responds to questions or problems of residents' concerns. Communicate effectively with all stakeholders to support good working relationships and meet stakeholders’ expectations. 
  7. Maintains licenses and certifications as required, if any.
  8. Demonstrates regular and predictable attendance.
  9. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Typical Qualifications

 

QUALIFICATIONS
Bachelor's degree from an accredited four-year college or university in information technology, systems, electronic engineering, computer science, or a related field. Certified Government Chief Information Officer or Master’s degree is preferred with six (6) or more years of progressively responsible experience; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position.

 

LICENSURE OR CERTIFICATION REQUIREMENTS:
Valid state of Ohio driver's license and the ability to maintain insurability under the City's vehicle insurance policy.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); occasionally required to stand, walk, stoop, kneel, crouch, or crawl on even and uneven surfaces; occasionally required to lift, carry, push, or pull objects 15 1bs. or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.
