Executive Director (Natural Resource Trust Authority)

The Louisiana Department of Conservation and Energy seeks an Executive Director for the Natural Resources Trust Authority (NRTA), a financial arm within the State Mineral and Energy Board created to develop and manage financial instruments securing oil-field site restoration obligations, particularly plugging and abandonment of orphaned wells. This leadership role reports to the Undersecretary and operates under strategic direction of the State Mineral and Energy Board, requiring deep understanding of public finance, energy sector regulation, and fiduciary management. Key responsibilities include implementing and managing financial security mechanisms in accordance with Louisiana statutes, developing and refining financial management protocols, leading risk assessment and mitigation efforts, establishing and overseeing bonding authority, promoting and managing investment initiatives including GOMESA bonds, diversifying financial instruments to enhance financial resilience, ensuring regulatory compliance, administering the Plugging Credit Certificate Program, managing data and reporting systems, and engaging stakeholders through collaboration and training. The ideal candidate possesses a bachelor's degree in finance, economics, business administration or related field (master's preferred), at least 3 years of demonstrated experience in financial management, regulatory compliance and risk analysis within the energy sector, and strong communication skills with executive audiences and stakeholders.
