Job Overview
The Office of the Speaker of the House is currently hiring for the position of Senior Health Policy Advisor. The ideal candidate has a passion for public service, the ability to think critically, is skilled at synthesizing information succinctly and can work independently and as part of a team. Under the supervision of the Chief of Staff, the Senior Health Policy Advisor performs advanced research and analysis on past and present legislation to provide the Speaker of the House, Committee Chairs and members with an accurate understanding of bill content and impact. Requires the ability to carefully assess assignments and choose the correct course of action, often under significant time constraints. Works closely with the Chief of Staff to define objectives and set priorities, with work reviewed after completion for technical accuracy and accomplishment. Evening and weekend work is often required during the Legislative session and at other times based on Legislative need.

Responsibilities (Examples of Duties):
- Researches past and present legislation, both in Maine and nationwide, and prepares bill summaries for Committee Chairs and member review.
- Attends public hearings and work sessions and reports back to the Speaker, Committee Chairs and members.
- Assists with the development of bills in line with the Speaker's policy priorities, drafts public testimony, and participates in the legislative process of amending and finalizing bills in committee.
- Regularly attends assigned committee meetings, and meetings with caucus members, legislative leaders, and others.
- Drafts constituent communications regarding specific policy topics.
- Assists members with the preparation of legislation for upcoming sessions and with amendments for legislation in response to committee requests.
- Assists legislative aides and other members of caucus/leader staff on specific policy questions.

Preferred Qualifications:
- Bachelor's degree and five or more years of relevant experience, or any equivalent combination of education and experience. Policy, political or legislative background is preferred, as well as experience or knowledge of health policy areas.
- Ability to communicate, coordinate and work effectively with the public, members of the legislature, legislative staff and executive branch.
- Advanced knowledge of the legislative process.
- Advanced research, computer and communication skills, including a strong understanding of technical language.

Benefits:
This is a full-time, year-round partisan position working under Democratic leadership. The anticipated salary range for this position is $86,000-$105,000 (Grade 7 of the Legislative Salary Schedule) depending on skills and experience; salary is accompanied by a strong state employee benefits package including health insurance, dental insurance, paid vacation and sick time, retirement benefits and paid parental leave. The bi-weekly dollar values of some State-paid benefits for full-time employees include $15.22 for dental insurance; 14.06% of employee's pay towards retirement; and at least 85% ($508.90) of health insurance premiums.
