Senior HR Manager for Training & DEI Programs

The Massachusetts Gaming Commission (MGC) Division of Human Resources seeks a Senior HR Manager for Training and Diversity, Equity and Inclusion (DEI) Programs.

This cross-functional leadership role manages and drives programs advancing MGC's goals through Education & Awareness, Consulting & Coaching, Experience & Culture, and Community and Stakeholder Partnerships.

POSITION OVERVIEW:
The Senior HR Manager for Training & DEI Programs leads initiatives that align with the Commission's DEI statement and goals. This includes providing resources for vendor diversity, analyzing employee metrics and surveys, ensuring fair and inclusive hiring/retention practices, delivering required training programs, and driving MGC's DEI working group agenda.

Occasional travel required to three licensee properties: Plainridge Park Casino (Plainville), Encore Boston Harbor Casino (Everett), and MGM Springfield.

KEY RESPONSIBILITIES:

Internal Focus:
• Establish productive relationships with MGC management and staff
• Manage all required training programs, track evaluations and attendance
• Identify meaningful organizational learning opportunities
• Design leadership training framework, coordinate with external partners
• Maintain knowledge of EEOC, MCAD, MEPA, and HR best practices
• Develop employee retention, engagement and well-being strategies
• Oversee employee diversity and vendor statistics
• Oversee recruitment statistics; recommend diverse recruitment methods
• Provide expert advice on DEI-related matters
• Support HR Chief in all areas of HR practice
• Conduct investigations as assigned
• Present training updates in public meetings

External Focus:
• Liaison with Commonwealth Supplier Diversity Office
• Monitor and analyze licensee quarterly DEI performance reports
• Review licensee compliance with diversity, hiring and contracting commitments
• Establish programs for tracking diverse and local employment in gaming industry
• Coordinate referrals to operators to enhance diversity
• Convene external community stakeholder meetings on DEI progress
• Attend diversity vendor and professional organizations

QUALIFICATIONS:
• Bachelor's degree in Business, Human Resources or related field
• 7-10 years relevant experience in HR and DEI Programs, Organizational Learning, or organizational change
• Deep understanding of DEI frameworks, inclusive leadership and accessibility
• Proven experience handling confidential/sensitive information
• Proficiency in Microsoft Office Suite (Excel, PowerPoint) and survey platforms
• Excellent written and verbal communication skills
• Project management experience preferred
• DEI certification preferred; MCAD trainings a plus

• Manage difficult conversations with DEI lens
• Superior interpersonal skills to build trust
• Strong organizational skills and ability to prioritize
• HRIS database knowledge
• Compensation and performance management experience a plus

SALARY: $81,587 - $114,596 annually
SCHEDULE: Full-time, Day shift
HYBRID WORK: Potentially eligible for hybrid schedule

BACKGROUND CHECK: Successful candidates must pass extensive Massachusetts State Police background check including credit check, CORI, fingerprinting, drug test, reference checks, IRS Income Tax Transcript review (4 years), and MA DOR Certificate of Good Standing.
