Housing and Revitalization Department Deputy Director

DEPARTMENT BACKGROUND
The Housing and Revitalization Department (HRD) finances, underwrites, and administers housing and public-serving facility investments that enhance the quality of life for the citizens of Detroit. HRD makes strategic investments in the City's existing affordable housing stock and new development to ensure the long-term population and physical growth of Detroit, primarily utilizing U.S. Department of Housing and Urban Development funding. The Deputy Director will be responsible for ensuring that HRD's investments and operations are high functioning and align with the Rise Higher platform of Mayor Mary Sheffield.

OVERVIEW
The HRD seeks a Deputy Director to lead the department in pursuit of its mission to soundly and transparently invest funds to ensure that housing and neighborhoods are high quality, affordable, and accessible to and for all Detroiters. The Deputy Director reports to the Director of HRD and collaborates on developing and achieving the programmatic and operational goals of the department, including managing affordable housing investment activities through the underwriting and asset management divisions.

KEY RESPONSIBILITIES
- Act as the chief investment officer for HRD affordable housing investments and asset management portfolio
- Oversee alignment of notice of funding availability with department priorities
- Ensure consistent adherence to funding housing development and investment policies and procedures
- Manage HRD's internal asset review committee and loan committee proceedings
- Provide strategic guidance on the development of policies and programs
- Implement a strategy to create and preserve thousands of affordable units across the income spectrum
- Provide leadership on affordable housing issues at the city, state, and federal levels
- Establish effective working relationships with executive management at city agencies
- Represent the City of Detroit and its affordable housing priorities at external events
- Oversee management of department employees and implementation of key departmental initiatives
- Develop and manage performance of a strategic plan for HRD

MINIMUM QUALIFICATIONS
- Bachelor's degree in business, public administration, or a closely related field
- Ten (10) years' relevant professional experience in roles of progressive responsibility
- At least five (5) years' experience in executive level operations or strategic management strongly preferred
- At least ten (10) years of experience in affordable housing development or investment
- Exceptional executive presence, business acumen and presentation skills
- Demonstrated experience in performance improvement and problem solving in government/political environments
- Intermediate knowledge of USC 2 CFR 200 (super circular) requirements

COMPENSATION & BENEFITS
The salary range for this position is $150,000 - $170,000, commensurate with experience and skills. The City of Detroit offers a comprehensive benefits package including medical, dental, vision, pension plan, flexible work options, and generous paid time off.
