Senior Administrator for Maternal and Child Health (Manager II), Grade M2

Montgomery County Government, Department of Health and Human Services, is seeking a Senior Administrator for Maternal and Child Health (Manager II), Grade M2. This is an executive leadership position serving as the County's lead for maternal and child health, providing strategic direction, overseeing one of the County's largest public health service areas, driving organizational transformation, and advancing health equity to improve outcomes for children and families.

Salary: $116,956 - $206,553 Annually (Anticipated hiring range: $116,956 to $192,054)

Responsibilities:
- Provide executive leadership for the Maternal and Child Health (MCH) system, including strategic planning and operations
- Lead organizational transformation, including integrated care models, workflow redesign, and new technologies
- Oversee quality improvement, performance management, and data analytics to reduce health disparities
- Manage personnel, financial resources, grants, and contracts
- Build and maintain strategic partnerships with healthcare systems, government agencies, and community organizations
- Represent the County on local, state, and national initiatives and testify before governing bodies

Minimum Requirements:
- Seven years of progressively responsible professional leadership in public health, maternal and child health, or healthcare administration, including at least three years supervising managers or leading multidisciplinary teams
- Bachelor's Degree from an accredited college or university
- Valid Class "C" driver's license if required for job duties
- Ability to work evening/weekend hours, attend off-site meetings, pass a medical exam, and complete a Financial Disclosure Statement

Preferred Qualifications:
- Three or more years supervising managers or leading multidisciplinary teams
- Multilingual skills (Spanish-to-English preferred)
- Experience leading large-scale organizational change/system transformation
- Experience managing multi-million-dollar operating budgets and diverse funding sources/grants
- Experience using data and quality improvement methodologies
- Experience representing an organization before executive leadership or elected officials
