Senior Project Manager

Community Redevelopment Agency

GENERAL PURPOSE

The purpose of this position is to perform a variety of professional level projects and manage phases of major Community Redevelopment Agency (CRA) capital improvement projects, including planning, design, procurement, preconstruction, permitting, construction and closeout. This position requires advanced level experience and exercises independent judgment to successfully complete projects within the established timeline and budget. Works under the general guidance and direction of the Community Redevelopment Agency Executive Director.

ESSENTIAL DUTIES

- Plans, organizes, administers and coordinates the implementation of capital improvement projects.
- Leads, coordinates, schedules, budgets and reviews activities of the capital improvement project team, consultants and contractors.
- Interacts with departmental staff, governmental agencies, businesses, developers, consultants, residents and other stakeholders to address project related matters.
- Assists with all aspects of the bid process including providing an analysis, reviewing bid summaries, evaluating proposals and recommending award of contract.
- Provides construction contract administration, on-site project support and inspection by reviewing and approving shop drawings, payment applications, change orders, budget allocations, construction schedules and compliance with contract plans and specifications.
- Prepares and presents a variety of written correspondence for upper management including periodic progress reports, cost analysis and memorandums.
- Assists in preparation of federal, state and local grant applications.
- Delivers projects on time and within budget.

QUALIFICATIONS

Education and Experience: Bachelor's degree in construction management, engineering or closely related discipline; and a minimum of five (5) years' experience in construction management; or an Associate's degree and a minimum of ten (10) years' experience; or an equivalent combination of education, certification, training, and/or experience.

Must possess or be able to obtain within three (3) months a valid State of Florida driver's license. Registered in the State of Florida as a Professional Engineer preferred. Project Management Professional Certified preferred.

Required Knowledge, Skills and Abilities:
- Knowledge of civil engineering, architecture and capital improvements.
- Knowledge of construction law, regulations and codes.
- Knowledge in AutoCAD; proficiency in Microsoft Project and/or scheduling software.
- Skill in Microsoft Office and government financial programs.

Salary: $100,000 annually
