About the Mayor's Office of Homeless Services:

The Baltimore City Mayor's Office of Homeless Services (MOHS) oversees emergency services programs and activities for homeless persons in the city.

Job Summary:

The Shelter Manager oversees the emergency services program and activities and performs a variety of related duties. This position reports to the Deputy Director of Mayor's Office Human Services.

Essential Functions:

• Coordinates the day-to-day operation of the crisis system of care for homeless persons, including oversight of coordinated entry system to shelter
• Directs the activities of the emergency services program and staff
• Provides oversight of emergency shelter providers
• Coordinates crisis management response for urgent matters in alignment with emergency management protocols
• Plans, develops, implements, and evaluates emergency shelter services to effectively meet the City's homeless services and policy priorities
• Establishes quality assurance standards for city funded shelters
• Ensures safety and habitability standards are maintained at city owned shelters
• Assists with capital project planning and development for expansion of emergency and winter shelter operations
• Works with partner agencies and community groups to improve emergency services
• Evaluates programmatic needs and ensures shelter contracts maximize quality of client services
• Leads planning and coordination of Winter Shelter and Code Red Extreme Plan
• Oversees recording and analysis of data from emergency shelter teams
• Serves as Agency lead for public health crisis response

Minimum Qualifications:

Education: Bachelor's degree in business administration, public administration, management or related field from an accredited college or university

AND

Experience: Four years of experience in professional level administrative, operations, or technical work and direct experience with emergency shelters, crisis care for unhoused people and coordinated care systems

Licenses: Valid Maryland Class C Noncommercial driver's license required

Preferred: A degree or certification as a Licensed Social Worker is highly desirable

Salary Range: $76,299 - $122,078 Annually
Hiring Salary Range: $76,299 - $99,188 Annually

This is a Non-Civil Service Position
